In regard to Tax titles he believes Mr Polk has decided that they are unconstitutional and he regards the injunction staying the collection of Taxes as a kind of for our benifit.
Coun. approves of an Agency being appointed, and thinks it would be good policy to select one or two who are not members of the Church. The balance of faithful brethren could over-rule them.
