Moved and seconded That in addition to the law in relation to the suspension of fines, it shall not be lawful for any Officer to suspend fines without it be upon the testimony of the person applying upon Oath. Agreed to.

Moved and seconded that no fine shall be suspended, unless upon the testimony as aforesaid; it shall appear that the person so applying was out of the on the day on which he was required to do duty; or in case of sickness with himself or family; or that he was detained by the requirements of the civil law; or that he was not subject to do duty in the company, staff, or corps in which he was returned as a delinquent, and it shall be the duty of all officers authorized to suspend fines as aforesaid to cause the secretary of the board of assessments to keep a record of the same in a book kept for that purpose, in which shall be recorded the testimony given by the person so applying, and any Officer who shall wilfully suspend any fine, except as above provided shall be cashiered by the decision of a court martial detailed by the officer having proper jurisdiction. Moved and seconded that any Collector may apply to any Alderman or Justice of the Peace for a Garnishee in any case where he may see proper, or where he may not be able to find property to levy on according to the law regulating the collection of debts by Garnishee in this . Agreed to.

Moved and seconded that Regimental Surgeons grant certificates to persons for inability. Agreed to.

Moved and seconded that Coll. be and is hereby appointed to compile the minutes of the General Court Martial and record them in a book to be provided for that purpose and that all the minutes aforesaid be delivered up to him, together with all the proceedings of the General Court Martial since the organization of the Nauvoo Legion and to do such other recording as the Major, and Lieutenant Generals may direct. Agreed to.
